Richard Chuang

Dr. Richard Chuang is a California-licensed attorney and is a Counsellor with Tsar & Tsai Law Firm. Dr. Chuang has more than twenty-five years of experience in corporate and securities law with an emphasis on representing both Taiwan and foreign clients in cross-border transactions such as mergers and acquisitions, private equity investment, joint ventures, securities offerings, syndicated loans, venture capital financings and other complex transactions.

Dr. Chuang is one of the pioneers of Taiwan's international securities practice and a former adviser to Taiwan's SEC, member of the Committee for Screening Applications for Listing of the Taiwan Stock Exchange and the Committee for Screening Applications for Listing of the National Association of Securities Companies (now the Gre-Tai Securities Trading Center). He is also a former advisor to Taiwan's National Association of Securities Companies. Dr. Chuang also served as a member of the task force to draft the amendment to Taiwan's Securities and Exchange Law in 1989.
